Optimalisasi Perpustakaan Desa sebagai Sarana Ḥifẓ al-‘Aql
This study aims to analyze efforts to increase children's literacy awareness through the optimization of village libraries and identify supporting and inhibiting factors using the review of positive law (Law Number 43 of 2007 concerning Libraries) and Islamic law (the concepts of Ḥifẓ al-‘aql and Siyāsah syar‘iyyah). The research method used is qualitative field research with an empirical juridical approach combined with a normative approach to Islamic law. Data collection techniques were carried out through observation, in-depth interviews, and documentation, which were then analyzed using the Miles and Huberman interactive model. The results show that the factors influencing children's literacy awareness include institutional support from the village government, the quality of facilities and infrastructure, the availability of reading materials appropriate to children's age, the implementation of creative literacy activities, as well as the active role of families and communities. From the perspective of Ḥifẓ al-‘aql, the village library functions as a forum for tarbiyah (character education), a means of ta‘līm (teaching), and a medium for tazkiyah (purification of the soul). Meanwhile, within the framework of Siyāsah syar‘iyyah, the village government as ulil amri (public leader) has the responsibility to provide adequate budgets, conduct active socialization, and develop innovative and sustainable literacy programs. This study recommends the need to strengthen the role of the village government in library management, improve the competence of library managers, expand the collection of varied children's books, and develop literacy programs that involve the active participation of all elements of society.
